Unfortunately the BIOS on proprietary machines like Dells, HPs, Compaqs and Gateways prevent you from changing the front side bus frequency.
Also, a key to having a STABLE overclocked machine is adequate cooling. Computers by the above mentioned manufacturers weren't designed to be overclocked and have substandard cooling.
Another key to overclocking is having the right hardware. Simply put, the Celeron isn't the best choice for performance computing.
That all having been said, if you find a program called CLOCKGEN, you *MIGHT* be able to get a little extra performance out of your machine by overclocking from within Windows. But as I said earlier, you don't have the best hardware for high performance.
In all honesty, you can probably get a greater performance increase from your machine by cleaning your Windows registry, stopping all Dell preloaded applications from loading, and possibly by adding more RAM. Seriously though, the Dell BIOS is not capable of overclocking your CPU and there is no way to overclock outside of the BIOS. This is not a problem with Dells though. Just about every retail computer manufacturer locks the CPU speed to default. Besides, you're running a Celeron processor, which is one of the absolute slowest processors on the market.
